The world is pouring trillions into artificial intelligence — but the true bottleneck is not chips or code. It is power. And that changes everything for the Gulf.
There is a comforting story the technology industry tells about itself: that intelligence is weightless, that the future lives in the cloud, that progress is a matter of clever algorithms floating free of the physical world. It is a lie of convenience. The defining current of this moment — the frenzied global build-out of artificial intelligence — is not, at its root, a story about software. It is a story about electricity, land, water and steel. The AI race is an energy war wearing a data scientist's clothes.
Consider the scale that the largest technology companies have publicly committed to. Microsoft, Alphabet, Amazon and Meta have each signalled capital-expenditure plans running into the tens of billions of dollars annually, much of it aimed at data centres, according to their own earnings disclosures. The International Energy Agency has repeatedly warned that electricity demand from data centres, AI and cryptocurrency could rise sharply over the coming years. The argument almost nobody in the boardroom wants to say aloud is this: we are not entering an age of infinite intelligence. We are entering an age of brutally finite inputs — megawatts, cooling, transmission lines and the political permission to build them.
This is where the conventional wisdom inverts. For two decades the received truth was that value migrated from the physical to the digital, from the oil field to the app store. The petrostate was the past; the platform was the future. But the platform now runs on the petrostate's home turf: raw energy at scale, delivered reliably and cheaply. The regions that will host the intelligence of the coming century are not necessarily those with the cleverest engineers. They are those that can generate abundant power, secure vast tracts of land, and move with the speed of a single decision-maker rather than the sludge of a permitting queue.
That description fits the Gulf uncomfortably well — and that is the provocation worth arguing over. Saudi Arabia, through vehicles connected to the Public Investment Fund, and the United Arab Emirates, through entities such as MGX and G42, have publicly positioned themselves as serious players in AI infrastructure and compute. The logic is elegant. A Kingdom that spent a century converting hydrocarbons into cash flow now has the chance to convert energy directly into intelligence — to become not merely a supplier of the fuel that powers the world's factories, but a host of the machines that power the world's minds. Vision 2030's ambition to diversify beyond oil may find its most natural expression not in tourism or entertainment, but in something closer to the original business: selling energy, only in a far higher-value form.
Yet abundance is not the same as advantage, and this is the tension the optimists gloss over. Compute without frontier chips is an empty warehouse, and the most advanced processors remain governed by export controls and geopolitical bargaining largely set in Washington. The Gulf's energy is real; its access to the highest tier of technology is negotiated, conditional and revocable. A data-centre strategy built on someone else's silicon is a strategy that can be switched off. The question is whether the region is building sovereign capability or simply renting a seat at a table whose rules it does not write.

There is a harder question still, and it belongs in the majlis as much as the boardroom. If the world's intelligence is going to be manufactured in energy-rich regions, what kind of society does that create at home? Data centres are famously light on jobs and heavy on resources — they consume power and water while employing relatively few people once built. A Gulf that wins the compute race by exporting megawatts risks recreating the very dependency it set out to escape: prosperity concentrated in a capital-intensive sector that touches ordinary lives thinly. The genuine prize is not hosting the machines. It is building the human capital, the applications and the companies that sit on top of them — the layer where the wealth and the meaning actually accumulate.
So here is the argument nobody is making cleanly. The AI boom is quietly re-empowering the physical economy, and in doing so it hands the energy-rich a second chance at relevance that the digital revolution seemed to deny them. But a second chance is not a guarantee. It can be squandered by mistaking abundance for strategy, by renting capability instead of owning it, and by counting terawatts while forgetting talent. The Gulf has the power. The open question is whether it will build the intelligence to go with it — or simply keep the lights on for everyone else's future.
The oil age rewarded those who owned the resource. The compute age will reward those who own the resource and the value stacked above it. That is a far harder game — and it is the only one worth playing.
