The Compute Century: The AI Race Is an Energy War, and the Gulf Holds the Fuel

Everyone is counting chips. The people who win will be counting megawatts — and that is a Gulf story.

There is a comforting story the world tells itself about artificial intelligence: that it is a race of genius, a contest of algorithms and elegant code, won in the coffee-stained offices of San Francisco and Shenzhen. It is a flattering story. It is also, increasingly, wrong. The real constraint on the intelligence being built this decade is not human brilliance or even silicon. It is electricity. And once you see that, the entire geopolitical map of AI rearranges itself.

Consider what a modern AI data centre actually is: not a laboratory but a furnace of computation, a warehouse of processors drinking power on a scale that used to describe cities. The International Energy Agency has warned that electricity demand from data centres is set to roughly double by 2030, driven overwhelmingly by AI. The world's largest technology companies are signing deals for gigawatts — the language of national grids, not corporate procurement. When Microsoft moves to restart a mothballed nuclear plant and Amazon and Google publicly back new reactors, the message is unmistakable: the bottleneck has moved from the chip to the socket.

Here is the argument almost nobody in the breathless AI commentary is willing to state plainly. The nation that will dominate machine intelligence is not necessarily the one with the cleverest researchers. It is the one that can pour reliable, cheap, abundant power into a shed full of processors faster than anyone else. Compute is downstream of energy. And that inverts a hierarchy the West has assumed for a generation — that it was the permanent home of frontier technology while the Gulf merely fuelled the old economy of combustion engines.

Look now at where the advantages sit. The Gulf has land, capital, sunlight, and — critically — a political capacity to build large energy infrastructure at speed that Western democracies, tangled in permitting and local objection, increasingly lack. Saudi Arabia's Public Investment Fund has launched HUMAIN to build the Kingdom's AI stack, and the announcements from the Riyadh–Washington investment forums this year pointed to enormous chip and data-centre commitments involving Nvidia and AMD, according to widely reported statements from the companies and officials. The UAE has moved along a parallel track with its own state-backed AI vehicles. This is not a peripheral role. It is a bid to become the physical home of global intelligence.

And this is where the story turns genuinely provocative. For decades the Gulf sold barrels — a commodity consumed and gone. Compute is different: it is infrastructure that compounds. A country that hosts the world's AI workloads does not merely export energy; it captures the value of every calculation that energy performs, and the data, talent, and industries that cluster around it. Vision 2030 has always been described as diversification away from oil. The sharper reading is that the Gulf is not abandoning its energy identity at all — it is upgrading it, converting the old advantage in hydrocarbons and solar into a new advantage in the raw electricity that thinking machines devour. That is a far more powerful continuity than the tired 'post-oil' framing suggests.

In the AI era, what should the Gulf's ambition be?

But rigour demands we name the tension, not just the triumph. Powering AI at this scale raises hard questions everywhere, and the Gulf will not be exempt. Where does the water for cooling come from in the world's most arid region? Does the electricity come from gas, from solar, or eventually from the nuclear ambitions the region has openly discussed — and who audits the carbon arithmetic when a kingdom simultaneously pledges net-zero targets and courts the planet's most power-hungry industry? There is also the sovereignty puzzle: hosting the compute of foreign giants is not the same as owning the intelligence that runs on it. The question of who controls the models, the chips, and the export licences remains, for now, largely answered in Washington.

So the West faces a dilemma it has barely begun to admit. It wants to lead in AI but resists building the power stations, transmission lines, and reactors that leadership physically requires. The Gulf faces the mirror image: it can build the power, but must fight to climb from landlord of the machines to author of the intelligence. Whichever region resolves its contradiction first will define the compute century. My wager, uncomfortable for some, is that in a world where energy is the true scarcity, the advantage tilts toward those who can build.

The debate for tomorrow's majlis and boardroom is therefore not whether AI will change everything — that is settled and boring. It is this: in a century where thinking itself runs on electricity, is the Gulf's destiny to be the world's power plant, or its brain? Those are very different futures. And the difference will be decided not by code, but by kilowatts — and by whether the region insists on owning what it powers.
